I do not agree.
It was clearly stated in the manga that Clow Reed didn't totally consciously wish for Yuuko to be revived concretely: it really was only a thought that crossed his mind, something like "I wish my allowance would be increased", but in Clow Reed's case, it was: "If only Yuuko could still be alive...". The thing is he was such a powerful magician, that his strong thoughts were materialized in reality and Yuuko's time was stopped.
It's no secret to anyone, from CCS, that Clow Reed's dearest wish was to not be the most powerful in the world anymore, and that he had no control over his visions of the future for example, that he saw whether he wanted or not; so it's no surprise that he lost control of his strong thoughts/wishes.
It was also clearly said in the manga that Clow Reed regretted it a lot.
From all this, we can say, without doubt, that there is no way he would have created whatever existence to continue a wish/thought he wished never happened and which, let's not forget, twisted the World.
As Fye said, this is an AFTERIMAGE of someone's wish (quote: "(...) a strong thought. Or maybe the afterimage of the wish of someone with strong magic.(...)" ), meaning that Clow Reed's wish/thought was so strong that no matter how hard he tried to repair his 'error', something, somewhere in the corner of the Universe, was left even after he was long dead, I believe that might have been FWR.
